Does 2020 ADS-B -Out kravet gäller för flygplan med endast en vinddriven generator (elsystem)?

Eftersom min J3 Cub var inte ursprungligen certifierad med ett motordriven elsystem är det tydligt att 2020 ADS-B-Out-mandatet (USA) inte gäller (utom när det specifikt anges i FAR-del 91).

Om jag installerar en vinddriven generator som ger ett begränsat elsystem för min J3, kommer jag nu att behöva uppfylla ADS-B Out 2020-föreskrifterna?

Del 91 är mestadels klar om ämnet:

§91.225 Automatic Dependent Surveillance-Broadcast (ADS-B) Out equipment and use.

(a) After January 1, 2020, and unless otherwise authorized by ATC, no person may operate an aircraft in Class A airspace unless the aircraft has equipment installed that—

Sedan har FAA publicerat en Juridisk tolkning som klargör avsikt var inte att skapa ett strängare krav på ADS-B Out än för transpondrar; specifikt från tolkningen:

As such, we have concluded that the same aircraft excluded from the transponder requirement are excluded from the ADS-B Out equipage. Accordingly, an aircraft that subsequently has been installed with batteries or an electric starter would not be required to equip for ADS-B Out.

För det mesta påverkar det flygplan med transpondrar som arbetar i luftrum som kräver en transponder.
