Delvis svar endast här; från toppen av mitt huvud vet jag inte om någon information om Elves sociala struktur i Aman (förutom att Vanyar ansågs över de andra på some sätt ) och jag har egentligen inte tid att gräva genom Historia för Middle Earth just nu. Men jag kan svara på dina andra frågor.
Vilken roll spelar Valar i Aman?
De är både lärare och härskare. Från Silmarillionen vet vi att älvarna lärde sig en hel del saker från Valaren och Maiar; för att ge några exempel:

Manwë has no thought for his own honour, and is not jealous of his power, but rules all to peace. The Vanyar he loved best of all the Elves, and of him they received song and poetry; for poetry is the delight of Manwë, and the song of words is his music.

Teleri lärde sig fartyg och (senare) skeppsbyggnad från Ossë the Maia:

Thus it came to be that the Teleri, who were from the beginning lovers of water, and the fairest singers of all the Elves, were after enamoured of the seas, and their songs were filled with the sound of waves upon the shore.

Celegorm went rather to the house of Oromë, and there he got great knowledge of birds and beasts, and all their tongues he knew. For all living things that are or have been in the Kingdom of Arda, save only the fell and evil creatures of Melkor, lived then in the land of Aman; and there also were many other creatures that have not been seen upon Middle-earth, and perhaps never now shall be, since the fashion of the world was changed.

Valaren (särskilt Manwë och Mandos) fastställde dock de lagar som Eldar måste följa och skiljer sig åt juridiska tvister. Några exempel på detta är noterade i frågan:
- Fëanor är förvisad från Tirion för hotande Fingolfin
- Manwë sätter ett förbud mot Noldor som återvänder till Aman
Men det finns andra exempel; Den som uppkommer till mig omedelbart handlar om Finwë, Míriel och Indis. En kort backstory om denna tvist finns i The Silmarillion :
Efter hans hustrus död är Finwë lite upprörd för att han vill få fler barn, men en Elf får bara ha en make och lagen har inte tagit hänsyn till en make som har dött. Vad som hände härnäst är i Morgoths Ring , och är en mycket lång historia som jag inte kommer att reproducera här. Jag har diskuterat delar av det i mitt svar på Gjorde Mandos några beslut som inte visade sig vara katastrofala? .[I]n the bearing of her son Míriel was consumed in spirit and body; and after his birth she yearned for release from the labours of living. And when she had named him, she said to Finwë: 'Never again shall I bear child; for strength that would have nourished the life of many has gone forth into Fëanor.'
Then Finwë was grieved, for the Noldor were in me youth of their days, and he desired to bring forth many children into the Miss of Aman; and he said: 'Surely there is healing in Aman? Here all weariness can find rest.' But when Míriel languished still, Finwë sought the counsel of Manwë, and Manwë delivered her to the care of Irmo in Lórien. At their parting (for a little while as he thought) Finwë was sad, for it seemed an unhappy chance that the mother should depart and miss the beginning at least of the childhood days of her son.
‘It is indeed unhappy,’ said Míriel, 'and I would weep, if I were not so weary. But hold me blameless in this, and in all that may come after.’
She went then to the gardens of Lórien and lay down to sleep; but though she seemed to sleep, her spirit indeed departed from her body, and passed in silence to the halls of Mandos. The maidens of Estë tended the body of Míriel, and it remained unwithered; but she did not return.

Det som i princip hänt är att Mandos dömde att om Míriel bestämde sig för att hon inte ville någonsin återvända till sin kropp, då skulle äktenskapet bli löst och Finwë kunde ta en annan fru. Valaren debatterade denna stadga och fann slutligen att det var rätt och det gick ut i Eldars lagar.
Jag vill lyfta fram en sak som Mandos säger i den här diskussionen, för att den är mycket relevant för frågan:
'It is our part to rule Arda, and to counsel the Children, or to command them in things committed to our authority. Therefore it is our task to deal with Arda Marred, and to declare what is just within it.

Vad jag tar bort från detta är att det i första hand är Valarens skyld att ställa in lagarna. Detta sammanhänger med bevisen ovanför Valar enforcing lagen, eftersom de i varje fall dominerar den första instansen av en lag som behöver existera:
- Fëanor ritar sitt svärd på Fingolfin är första gången Valinors fred är trasig
- Förbudet mot invandring är ett svar på First Kinslaying 1
- Míriel är den första Elfen att dö i Aman, så Finlands och Míriels stadga var ett svar på den första förekomsten av behöver en sådan stadga
Menar detta då att Kindreds Kings tillämpar dessa lagar, när de bestäms, till sitt eget folk? Jag vet inte, och jag tror inte att det finns tillräckligt med information att säga.
1 Är detta svar kanske lite övergripande? Jag skulle argumentera ja, eftersom många av Noldor som var oförskämda i Kinslaying föll trots detta förbud. Men vi är inte här för att diskutera om en viss dom är eller inte
